Is Helium 3 Exploitation China's Hidden Lunar Agenda?

China has plans to establish a lunar base by 2024 and exploit a million tons Helium-3 that can be used in a fusion to provide the Earth with energy for the next thousand years. The Earth is estimated to contain only 15 tons of Helium-3.
